Tianjin Binhai High-tech Area eyes building upgraded version of national independent innovation demonstration area and leading sci-tech innovation city in northern China

Tianjin Binhai High-tech Industrial Development Area (Tianjin Binhai High-tech Area) was established in 1988 (https://www.tht.gov.cn), with approval from the Tianjin Municipal Committee of the Communist Party of China and the Tianjin Municipal People's Government. In 1991, it was approved by the State Council to become one of the first national-level high-tech industrial development zones. In 2014, it was designated as a national independent innovation demonstration area.

The area has developed a high-end industrial system which is centered on the new generation information technology industry and supported by emerging services, biomedicine, new energy, and high-end equipment manufacturing.

The high-tech area has maintained its leading position in Tianjin in terms of key technological innovation indicators. Leveraging advantages such as being a national independent innovation demonstration area, a pilot free trade zone, and the synergy of dual self-driven development, it has become the region in Tianjin with the richest innovation resources, the highest ownership of independent intellectual property rights, and the most promising economic growth.

Efforts are underway to create an upgraded version of the national independent innovation demonstration area and to establish a leading science and technology innovation city in northern China.

The high-tech area has attracted a number of strategic emerging industries, represented by companies such as Sugon, Phytium, Kylinsoft, and 360. It has established a product chain that covers chip operating systems, databases, and servers. The region focuses on developing three core chains: basic hardware, system software, and new-generation information technology services, along with information security and all-field applications.

The area's new economy services sector has gathered companies such as Cloudaccount, Douyin Group, and GoGoX, as well as institutions like the intellectual property protection center, Tianjin science and technology financial center, Tianjin Huawei Kunpeng ecosystem innovation center, and Tianjin innovation and entrepreneurship service platform.

The new energy industry is led by TCL Zhonghuan Renewable Energy Technology Co., Ltd. and CETC, with LiShen, B&M Science and Technology, and Saidemei being representative companies in the field of power batteries. In the wind power sector, Mingyang and Siemens Gamesa are representative companies. In the biopharmaceutical industry, Tianjin Institute of Pharmaceutical Research, Institute of Hematology of Chinese Academy of Medical Sciences, Peking Union Medical College Stem Cell Gene Engineering Co., Ltd. Juventas Cell Therapy, Jointown Pharmaceutical Group, and China Medico Corporation are representative institutions.

Meanwhile, Tianjin Binhai High-tech Area has also gathered the sub-industry chains of marine equipment led by China National Offshore Oil Corporation, rail transit sub-industry chain led by Siemens Mobility and Keyvia, and new energy vehicles and intelligent manufacturing sub-industry chains led by Schneider Electric and Tianjin Jinrong Tianyu Precision Machinery.

Other leading companies in various industries include Tianjin TQM FEIYUE Aviation Equipment Technology Co, Ltd., CTW (Tianjin) Offshore Engineering Co., Ltd., Tianjin Beihai Communication Technology Co., Ltd., Tianjin Bool Technology Co., Ltd., and Tianjin Ruixin Technology Co., Ltd.

Tianjin Binhai High-tech Area has a forward-looking layout for future industries, including quantum communication, blockchain, third-generation semiconductors, digital twins, and intelligent drug development, among others.
